The Federal Court accepted the complaint made by the MPF (Federal Public Ministry), and the senator and former São Paulo governor José Serra (PSDB) became a defendant in a lawsuit with his daughter Verônica Serra. Serra was denounced for money laundering by the São Paulo Lava-Jato task force. According to the complaint, the two were said to be involved in a money laundering scheme on account of works on the South Ring Road between 2006 and 2014. After the complaint, R $ 40 million was blocked in an account in Serra's name. The president of the STF (Supreme Federal Court), Dias Toffoli, however, ordered the suspension of the investigation of this process and another one in the São Paulo Electoral Court.
According to the MPF, the toucan used the position and the political influence to receive undue payments from Odebrecht in exchange for benefits related to the construction of the Rodoanel Sul. According to the complaint, the company paid R $ 4.5 million between 2006 and 2007 for the Serra's campaign to the government of São Paulo.
Serra would have indicated that he wanted to receive this amount abroad, through an offshore company owned by businessman José Amaro Pinto Ramos, who is his friend. The amounts would have been used in different accounts abroad until 2014.
Also according to the investigations, Jose Amaro Pinto Ramos and Verônica Serra set up companies abroad, hiding their names, and through these companies they received the payments that Odebrecht allocated to the then governor of São Paulo.
Serra did not comment on the court decision. Upon hearing of the operation of the Federal Police at their addresses, the senator said that the action caused "strangeness and indignation".
Serra was not denounced for corruption, because in 2018 the Second Panel of the Supreme Court decided, by 4 votes to 1, that the eventual crimes committed by him until 2010 were prescribed due to age. Serra is 78 years old. However, the Lava-Jato task force found movements in the amount received illegally, at least, until 2014, that is, money laundering continued to happen.
